Unemployment Rate Holds Steady

  • Michigan’s unemployment rate has remained at 5% for six consecutive months, despite modest declines in employment and labor force participation. This stability is attributed to fewer people actively seeking work, which affects how unemployment is calculated.
Legislative Settlement on Appropriations
  • The Governor and House of Representatives reached a settlement regarding appropriations authority, resulting in the cancellation of unspent work projects. These funds will return to the balance sheet for future budget consideration, reflecting the state’s challenging economic and budget conditions.
Office of Small Business Growth Proposal
  • Senate bills 1009 and 1010, introduced by Senator Sarah Anthony, aim to create a permanent Office of Small Business Growth within the Michigan Economic Development Corporation. This office would prioritize small business development, administer grant programs, and serve as a one-stop shop for navigating state regulations. Mirror bills are also moving through the House, with broad support from SBM and legislators.
Healthcare Legislation: Association Health Plans
  • Senate Bill 1011, introduced by Senator Kevin Hertel, proposes a framework for association health plans, allowing small businesses (1–500 employees) to access state-regulated health pools. The bill includes a catastrophic reinsurance program to stabilize premiums, addressing rising healthcare costs that threaten small business coverage.
Tri-Share Childcare Program
  • The Tri-Share program, which splits childcare costs between employees, employers, and the state, is moving toward being codified in state law for greater stability. Senate Bill 310 and upcoming House legislation aim to secure this benefit for Michigan families and employers. The department is also piloting Care Share for those not eligible for Tri-Share.
Mackinac Policy Conference & Election Updates
  • The Mackinac Policy Conference brought together business and political leaders, with major announcements including Mike Duggan’s withdrawal from the gubernatorial race. Jocelyn Benson is now the Democratic frontrunner, while Republicans have several active candidates. The U.S. Senate race features a competitive Democratic primary, with Mike Rogers as the Republican candidate.
Healthcare Cost Concerns
  • SBM’s recent survey revealed that 42% of respondents may be unable to offer health insurance within three years due to escalating costs. A new agreement between Blue Cross Blue Shield of Michigan and Michigan Medicine was reached, but cost pressures remain a top concern for small businesses.
